Preschool Opportunity Fund (PSOF)

Who qualifies

• Applicant must be an ECDA-licensed preschool operator that is not an Anchor Operator (AOP).
• Child must be a Singapore Citizen and meet EITHER: household income (HHI) up to $4,500, or per capita income (PCI) up to $1,125; OR be identified by teachers/social services as at-risk or potentially at-risk (e.g. lacking family support or conducive home conditions).
• For kindergartens, the PCI route applies only where gross family household income exceeds $4,500 and the household has at least 5 members, including more than 2 dependants.
• Centre is to submit one application per centre.
• Projects receiving funding from other sources are not eligible for PSOF.

What it funds

• Community, arts, heritage, sports, social-good projects

Costs covered: Internal staff salary attributable to the project; Explain in notes.

Recorded cap: S$1,300.

Up to S$1,300 per qualifying child per project, with funding provided for up to one year. This is a per-child cap, not a per-centre or per-project total.

Payment: Paid after the company incurs the cost and files a claim.

How to apply

An authorised centre user logs in to the OurSG Grants portal with Singpass (Corporate), selects MSF and PSOF, completes the eligibility questions and project proposal, submits the mandatory budget breakdown through the FormSG link, completes the declarations, and submits one application per centre.

1. Log in to OurSG Grants with Singpass (Corporate), open Explore Grants, select MSF, locate PSOF and answer the eligibility questions.
2. Enter the project objectives, background, outline, implementation timeline, evaluation plan and estimated cost.
3. Submit the mandatory proposal budget breakdown through the FormSG link in the application.
4. Enter the main and alternate contacts, complete the declaration and acknowledgement, review and submit one application for the centre.

Before applying

• The centre must be ECDA-licensed and must not be an Anchor Operator.
• The proposed project must not receive funding from another source.

Documents

• PSOF project proposal — Completed within OurSG Grants; the required fields are objectives, background, project outline, implementation plan and timeline, evaluation plan and estimated cost.
• PSOF Budget Form — Mandatory proposal budget breakdown submitted through the FormSG link inside the application; omission makes the application incomplete and it will be rejected.

Processing time: Within 2 to 3 months after submission

Claiming support

Log in to OurSG Grants with Singpass (Corporate), open the approved project, create a claim, upload the required documents, enter the contacts and submit. Claims are reimbursement-based and must follow the quarterly windows in the Letter of Offer; payment is within eight weeks after all required documents and clarifications are complete.

Quarterly according to the claim-submission windows in the Letter of Offer; late submissions may not be processed
