Who qualifies

• Must be registered in Singapore.
• The entity must be registered and operating in Singapore.
• Qualifying Period is 5 years.
• The entity must incur additional Fixed Asset Investment (excluding land) of at least S$44 million by Year 5, measured against its FAI for its last Financial Year.
• The entity must employ at least 30 additional Skilled Employees, all based in Singapore, by Year 5.
• Base employment is the entity's employment for its last Financial Year, as stated in the EDB Supplementary Form.
• Skilled Employees are Managers, Professionals, Associate Professionals and Technicians, or Skilled Production Craftsmen under the Singapore Standard Occupational Classification.
• An employee is based in Singapore if the individual is a Singapore tax resident.
• The entity must maintain a separate account for any non-qualifying activity undertaken during the incentive period.
• The entity must submit an annual progress update (APU) in the prescribed format and/or an external auditor's report.
• Entities on Singapore Government sanctions lists, engaged in illegal activities, in regulated strategic goods or tobacco, under investigation for regulatory breaches, or MAS-/MPA-regulated financial, insurance or shipping players (unless referred) are not eligible.

How to apply

Submit a formal application to EDB containing the Core Form and Supplementary Form.

1. Prepare the Core Form with projected incremental employment, fixed-asset investment, and total business expenditure.
2. Prepare the Supplementary Form with products to be manufactured and skilled employment.
3. Submit the formal application to EDB.
