How to apply

- Form a joint Service Buyer and FMC/in-house FM team application.
- Submit the pre-consultation form.
- Attend the pre-consultation session with a proposed plan and the supporting documents BCA asks for.
- If pre-assessed to meet the criteria, submit the application through the FormSG link BCA provides.
- Implement the approved IFM/AFM project and demonstrate the required productivity gain.
Before applying
- The application must be jointly submitted by the Service Buyer and FMC or in-house FM team.
Documents
- Pre-consultation form — Official form named on the page; submitting it does not constitute a grant application. Agency document ↗
- Proposed plans to perform gap analysis on Design for Maintainability (DfM) — Reference document for the pre-consultation session; the gap analysis uses the Green Mark 2021 ENRB Maintainability Section scoresheet.
- IFM and AFM proposal to meet the grant criteria — Reference document for the pre-consultation session; covers proposed contract duration and sum with outcome-based KPIs, Smart FM solutions, estimated implementation cost and timeline, scale-up plan, proposed sub-contractors for outsourced contracts, and baseline versus final manpower operations.
- Design for Maintainability gap analysis report — The FAQ says applicants should submit a report containing project information, the Green Mark 2021 ENRB Maintainability Section scoresheet and supporting documents, and recommended improvements; it does not state the submission stage or file format.
Claiming support
The grant is disbursed in two claims. The First Claim is based on actual qualifying costs incurred on substantial completion of the Grant Outcome Requirements and is capped at 30% of the Approved Grant Amount stated in the Letter of Acceptance; the Service Buyer must have performed the Green Mark 2021 ENRB Maintainability gap analysis and completed the HCDT assessment. An FMC must complete HCDT and attain CFMC Gold or higher; a Service Buyer’s in-house FM team must attain CFMC Gold or higher. The Second Claim covers the remaining Approved Grant Amount for costs incurred within the qualifying period, on successful implementation of the Smart FM solutions and submission of reports showing the overall manpower productivity gain and committed deliverables.
